Short answer

Yes. YouTube live with an encoder is built to receive a stream you send. You paste a stream URL and a stream key. The encoder can be software on a PC, hardware, or a cloud slot. The pictures can be a camera, a game capture, or a file you already have. YouTube does not require a webcam for that path.

What "allowed" does not mean

Allowed as a live is not the same as uploading the MP4 again as a regular video. A live is a broadcast. When it ends, that broadcast is not sitting on the channel as another VOD. That is why a loop is not a duplicate-content upload of the same file.

Allowed also does not mean YouTube promises ads, RPM, or Partner Program approval. Going live and monetizing are different checks. YouTube's channel monetization policies apply to live streams as well as uploads. Reused content and inauthentic (repetitive, mass-produced) content can fail that review even when the live itself is permitted.

What still has to be true

  • The channel is already enabled to go live in YouTube Studio. The first enable can take up to 24 hours.
  • You have the rights to the file. Copyright still applies. A stream key does not grant a license.
  • The live follows Community Guidelines and YouTube's live policies for that category.
  • Titles, thumbnails, and chat must not mislead viewers about what they are watching.
